The City of Kirkwood, Missouri is a historic suburb known for its charming downtown and train depot. The City has a robust downtown economy with an energetic dining scene, serving residents of the entire region. Actively seeking to maintain and diversify its economy, the City retained PGAV to help them ensure they have the optimal mix of land uses and identify opportunities for future development.
PGAV conducted a thorough market analysis to understand the supply and demand dynamics in light of regional growth and national trends. This included an in-depth review of zoning and land-uses using both municipal data, County-level data, and business permits. After conducting field work to complete the picture, PGAV used this information to analyze the industry land use mix in Downtown, looking at what is supported by the local population and what industries serve the outside area. This analysis identified gaps in retail that the City’s current demand could support. Based on the data and feedback, the team identified several priority sites for development or re-development including the re-purposing of a large bank building and oversized parking lot into a large-scale mixed-use development, adding an accessible residential component and additional retail opportunities to the Downtown area.
As part of the final deliverable, PGAV created 3D site plans of the proposed developments, relevant zoning recommendations, financial information, and market analysis support to guide City staff in decision making.
