CENTRAL BENCH URBAN RENEWAL AREA ELIGIBILITY ANALYSIS

The Capital City Development Corporation wanted to qualify several of the city’s older commercial corridors as redevelopment areas in order to facilitate walkable infill development. PGAV Planners was engaged to conduct an on-site investigation of the nearly 1,800 parcels in the study area to determine whether the area met the criteria as “a deteriorated or deteriorating area” per the requirements of Idaho Statute.

In order to assess conditions over a large geographic area, PGAV used the Collector app to collect data in the field, consisting of information and more than 3,000 photographs documenting the condition of buildings, parcels, sidewalks, and roadways. The resulting database allowed PGAV to create maps, tables, and other tools to demonstrate the geographical distribution of various factors and discuss findings with city staff.

In April 2019, PGAV presented a summary of the report to the CCDC’s Board of Commissioners, where it was approved, and the Boise City Council approved the findings the following month, paving the way for the urban renewal agency to begin work on a feasibility study and develop an urban renewal plan for the area.
